Seized Property Valuation

To whom it may concern,
Below, is notice of seized property In the Wall Street Journal, dated
March 12, 2012. Noticing the few entries for Hawaii in another
addition I decided to look at this section whenever I could to see if
the notices would more reflect the level of activity that is reported
about in Hawaii. That aside, I discovered what seems to me to be
a major discrepancy in the valuation of this particular entry.
Not that I am familiar with the process and criteria used to place
value on seized property, but I have collected what would be termed
"collectables" and have saved coins and looked up the value in numis -
matic books available. What is given as the value below is quite low
when I consider that the currency itself is worth more than the value
stated in the first entry.
Can you give me an email address that I can use for correspondence
to ascertain how the value is decided on seized property, and this one
in particular, in that, the items may require a different process or criterion.
